
INTRODUCTION
The Nigerian National Petroleum Company Limited (NNPC Limited) is Nigeria’s state oil company, overseeing the entire oil and gas value chain – from hydrocarbon exploration and natural gas processing to nationwide distribution of petroleum products like petrol, diesel, and kerosene. With a vast asset base spanning different region, the oil and gas sector remain a critical economic driver.
Historically, NNPC has been actively engaged in Corporate Social Responsibility (CSR) initiatives, significantly contributing to community and national development. Following its transformation into a limited liability company in 2022 under the Petroleum Industry Act (PIA), NNPC established the NNPC Foundation as its dedicated CSR arm, with Emmanuella Arukwe as the pioneer Managing Director.
The Foundation is designed to drive NNPC Limited’s commitment to sustainability and socio-economic development through transformative CSR initiatives. Its primary goal is to implement projects that foster long-term benefits, ensuring meaningful and sustainable change. The Foundation aligns with NNPC Limited’s broader mission of “reliably delivering energy while continuously creating value for stakeholders.”
Unlike past sporadic CSR efforts, the Foundation provides a structured approach, focusing on sustainable, scalable, and technology-driven solutions that yield measurable outcomes. By fostering strategic partnerships and expanding its scope across multiple sectors, it enhances visibility and impact.
The Foundation adopts a holistic CSR approach centered on four key areas: education, healthcare, infrastructure, and community development. This article highlights the transformative impact of these initiatives, and their role in improving lives across Nigeria.
2.0 INITIATIVES IN THE EDUCATION SECTOR
NNPC’s involvement in Nigeria’s education sector spans decades, with interventions in training, scholarships, skill development, STEM education, and collaborations with universities and technical institutions. Building on these efforts, the NNPC Foundation has intensified its commitment through targeted programs that enhance educational access, quality, and skill acquisition. Below are some key initiatives:
- i) Training and Capacity Building
Recognizing the need for well-trained educators, the Foundation invests in teacher training programs to enhance instructional quality. It organizes workshops on digital literacy, innovative teaching methods, and curriculum development, strengthening the education system at all levels.
A notable example is the 2023 NNPC Limited – sponsored Train-The-Trainer Workshop on Sequence Stratigraphy Techniques at the Centre for Inland Basins Studies (CIBS), Ahmadu Bello University (ABU), Zaria. This initiative, drawing participants from across Nigeria, aligns with NNPC’s commitment to educational excellence.
Additionally, the Foundation supports skills acquisition workshops and youth empowerment programs in digital literacy, financial literacy, and entrepreneurship. Thousands of young people, including National Youth Service Corps (NYSC) members, have gained essential skills, enhancing their self-sufficiency and employability.
The entrepreneurship program equips young graduates with business development and financial management skills, fostering economic self-reliance. Participants receive startup support, including a 50% reduction in business registration fees, enabling them to launch and sustain viable enterprises. The Foundation also funds workshops in technology and agriculture, enhancing practical skill acquisition. Furthermore, it supports adult literacy and vocational training programs in rural communities, which can improve educational quality, particularly in underserved schools.
- ii) Scholarship Programs and Financial Aid
NNPC Foundation awards merit-based scholarships to outstanding students at secondary and tertiary levels, particularly those from economically disadvantaged backgrounds and oil-producing communities. It also funds postgraduate and international scholarships, developing skilled professionals for the oil and gas industry. These scholarships have enabled countless students to complete their education, contributing to human capital development in Nigeria.
iii) STEM Advocacy and Competitions
To promote science and technical education, NNPC Foundation sponsors annual national science quiz competitions, engaging students from grassroots to national levels. The Foundation also supports science fairs, mathematics competitions, and innovation hubs, fostering creativity and entrepreneurship.
Through mentorship programs and partnerships with universities and technical institutions, NNPC encourages students to pursue careers in Science, Technology, Engineering, and Mathematics (STEM), cultivating a skilled workforce for the future.
- iv) Community-Based Literacy Programs
The Foundation supports literacy programs in underserved areas, providing resources such as books, stationery, and uniforms to improve learning outcomes. A key example is its girl-child education initiative, which has supplied essential school materials to over 1,000 underprivileged students in Lagos, Rivers, and Akwa Ibom States.
Through these strategic interventions, the NNPC Foundation not only expands access to education but also enhances its quality, equipping Nigerian students with skills for future challenges.
3.0 INITIATIVES IN THE HEALTHCARE SECTOR
NNPC play a crucial role in supporting healthcare initiatives in Nigeria by providing medical supplies, equipment, and facilities. It invests in building and enhancing healthcare infrastructure, providing free medical services, and promoting early disease detection. The NNPC Foundation has played a pivotal role in enhancing healthcare services nationwide. Its investments in medical infrastructure, free healthcare services, and disease prevention programs have significantly improved healthcare accessibility, particularly in underserved areas. Notable initiatives include:
- i) Mammography Centres for Cancer Detection
NNPC Foundation has partnered with various organizations to establish world-class mammography centres for early cancer detection. A notable example is the centre at the Federal University Teaching Hospital, Lafia, Nasarawa State, developed in collaboration with TotalEnergies Upstream Nigeria Limited, SAPETRO, CNOOC, and PRIME 130.
Equipped with cutting-edge technology, such as the Senographe Pristina 3D mammography system and stereotactic biopsy capabilities, this facility has strengthened cancer diagnostic services in the North Central region. Similarly, another mammography centre was inaugurated at Garkida General Hospital, Adamawa State, to expand early cancer detection efforts in the Northeast.
To further its cancer intervention efforts, the Foundation collaborates with the Federal Ministry of Health and the National Institute for Cancer Research and Treatment. It has organized free cancer screening campaigns across Nigeria, benefiting over 3,440 individuals through breast, cervical, and prostate cancer screenings.
In partnership with NGOs such as the Niola Cancer Care Foundation, NNPC and its joint venture (JV) partners have funded cancer awareness programs, improved early diagnosis rates that reduced late-stage cancer cases, particularly in remote regions.
- Eye Care Programs
The “Eye Can See” program, a collaboration with Seplat Energy’s JV, has provided free eye health services, including surgeries and reading glasses, to communities such as Ohaji/Egbema in Imo State. Similarly, the Vision First Programme, in partnership with Shell Nigeria Exploration and Production Company (SNEPCo), has delivered eye care services across Lagos and Ogun States.
In January 2025, over 1,000 cataract patients, including children as young as one year old, received free surgeries in Ogun State. The program extended to Lagos from January 7-17, 2025, further restoring vision, and improving lives.
iii) Medical Outreaches
In addition, the NNPC Foundation has launched numerous healthcare interventions, focusing on maternal and child health, immunization campaigns, and chronic disease prevention. Thousands have benefited from free medical check-ups and treatment in communities like Garki and Utako Market, Abuja, and Ilaje, Lagos, where cardiovascular screenings and chronic disease management services were provided.
4.0 ADVANCING SOCIAL, PHYSICAL, AND DIGITAL INFRASTRUCTURE
NNPC Limited has had a significant and positive impact on local communities in Nigeria as part of its ongoing diverse CSR infrastructure development initiatives across various sectors. Infrastructure is defined as a set of interconnected structural elements that provide facilities, services, and systems a supporting framework for the functioning of a society or organization.
NNPC Foundation contributes to infrastructure development in various ways, with a focus that spans across social, physical, and digital sectors, addressing environmental sustainability and enhancing national development.
- i) Social Infrastructure
Recognizing the importance of human capital development, the Foundation has implemented community projects in education, healthcare, culture, and environmental sustainability. It actively promotes climate resilience, waste management, and environmental conservation, particularly in the Niger Delta region, where oil exploration has had significant ecological impacts.
The Foundation has collaborated with the Federal Ministry of Environment on tree planting and reforestation initiatives to combat deforestation and climate change. Additionally, NNPC Limited has begun exploring renewable energy sources, such as solar and biofuels, to diversify Nigeria’s energy mix and reduce carbon emissions. It has also collaborated with universities and polytechnics to fund research projects related to energy and sustainable development.
- ii) Physical Infrastructure
Infrastructure plays a critical role in economic growth. As part of its corporate social responsibility (CSR), NNPC has invested heavily in roads, schools, and healthcare facilities across Nigeria.
A key achievement is the construction of the Centre for Inland Basins Studies (CIBS) at Ahmadu Bello University (ABU) Zaria, whose first phase was completed and commissioned on March 10, 2022. The subsequent phases already approved by NNPC Limited, will include furnishing and equipping the Centre with administrative, teaching, and research facilities to enhance hydrocarbon exploration and sustainable energy research. The Centre’s research activities are expected be supported by NNPC Ltd and other relevant stakeholders.
Renovation and construction of research centres, classrooms, libraries, and science laboratories by NNPC Foundation, have created better educational infrastructure and learning environments in the country. NNPC Limited has also undertaken the rehabilitation of federal roads, significantly improving transportation networks and commuting experiences.
iii) Digital Infrastructure
Digital connectivity is essential for modern education and economic development. NNPC Foundation is bridging Nigeria’s digital divide by establishing ICT centres, digital libraries, and e-learning platforms. It provides E-Learning support by equipping schools with modern learning tools, including computers, science equipment, and internet facilities. The foundation promotes e-learning by providing ICT infrastructure in schools, by partnering with technology companies to create accessible online learning platforms for students.
Recent projects include the commissioning of a state-of-the-art ICT Centre at Bauchi State University and a digital library at Niger Delta University. These facilities provide independent power and water supply, ensuring uninterrupted access to learning resources.
Through partnerships with SPDC and other stakeholders, the Foundation has integrated modern technology into classrooms and universities, equipping students, and educators with the necessary skills for the digital economy.
5.0 EMPOWERING LOCAL COMMUNITIES FOR SUSTAINABLE DEVELOPMENT
NNPC is committed to empowering local communities by promoting socio-economic development in areas such as education, environment, and economic empowerment. It creates opportunities for employment and capacity building, supports entrepreneurship and vocational training programs, and collaborates with local communities to enhance their economic well-being.
The NNPC Foundation itself is involved in various initiatives, including advocating for sustainable community development to foster socio-economic growth, and improving the quality of life in many communities. However, despite these efforts, host communities often express dissatisfaction due to unmet expectations and perceived neglect by oil companies and government.
This is due to poor stakeholder involvement which can hinder the success of CSR projects. Effective CSR requires understanding and aligning with community expectations through effective stakeholder engagement, which can help build trust and reduce conflicts between NNPC Limited and host communities.
To overcome such challenges, NNPCL has in a number of occasions engaged many local communities to identify their specific needs in education, healthcare, environmental sustainability, and economic empowerment. Transparency helps build trust among stakeholders, including local communities and NGOs, which is crucial for the successful implementation and acceptance of CSR projects. Identifying and addressing critical needs has led to targeted programs addressing local challenges and critical social issues, promoting sustainable development, and enhancing the well-being of communities across Nigeria.
NNPC Foundation fosters socio-economic development through employment creation, vocational training, and entrepreneurship support.
- i) Economic Empowerment Initiatives
The Foundation collaborates with local governments, NGOs, and SMEs to drive youth empowerment. Through its joint venture with First E&P, it donated ₦53.4 million to NGOs supporting economic empowerment programs. The NNPC Foundation promotes entrepreneurship and financial literacy by empowering young innovators and supporting local Small and Medium Enterprises (SMEs) to thrive, creating jobs and reducing poverty in local communities in oil-producing areas.
It partners with the National Youth Service Corps (NYSC) to provide financial literacy training and business pitching exercises, equipping young entrepreneurs with essential business skills. In addition, thousands of NNPC Limited staff across Nigeria participate in community service projects, contributing to the socio-economic betterment of local communities.
- ii) Access to Essential Services
Beyond economic development, the Foundation is committed to clean water, sanitation, and renewable energy access. Initiatives that promote investments in renewable energy sources like solar power projects, have expanded electricity availability in rural communities, which is in short supply. By directly addressing the needs of communities, the Foundation has fostered goodwill and collaboration between local stakeholders and the corporation, challenging cultural and social norms that may devalue CSR initiatives in the country.
6.0 CONCLUSION AND RECOMMENDATIONS
Despite the global energy transition, oil and gas remain fundamental to Nigeria’s economy. NNPC Limited continues to lead in sustainable energy development, CSR, and community support. Through its comprehensive CSR approach, the NNPC Foundation remains a critical force in education, healthcare, infrastructure development, and community empowerment, ultimately fostering national growth and development. It has redefined CSR in Nigeria, transitioning from ad-hoc donations to strategic, impactful, and sustainable interventions.
By investing in education, capacity building, entrepreneurship, and STEM development, it is playing a crucial role in empowering individuals, transforming, and enhancing the well-being of communities across the nation communities.
Through these and other initiatives, the NNPC Foundation addresses critical social issues, promoting sustainable national development which extend beyond oil and gas. This has improved living standards, strengthened local community relations, and reduced tensions in oil-producing regions.
To maximize the impact of its initiatives, it is recommended that:
- i) Sustainability strategies should be embedded in all CSR programs to ensure long-term benefits for communities. However, effective stakeholder engagement remains crucial in aligning projects with community needs, for sustainability.
- ii) NNPC Foundation strengthens partnerships with state governments, NGOs, and research institutions like CIBS ABU Zaria to improve the monitoring and evaluation of CSR projects. Since its establishment by NNPC Limited, CIBS ABU Zaria has strived to make a meaningful impact through various advocacy initiatives highlighting and promoting the Sectoral Impacts of the good works of NNPC Limited across the country. This initiative encourages innovation, collaboration, and teamwork among its staff and beneficiary institutions.
iii) The Foundation should expedite approval for the continuation of the CIBS ABU Zaria project, equipping it with the necessary teaching and research infrastructure to further support hydrocarbon exploration and sustainable energy research. This can further provide an opportunity for NNPC Foundation to maintain its leading role in CSR initiatives in the country.
