The United States plans to cap refugee admissions at 17,500 in the next fiscal year, with admissions expected to consist primarily of South African Afrikaners as President Donald Trump carries the policy into another year.
Reporting based on a State Department notification sent to Congress on September 22 says the proposed FY2027 ceiling would remain at 17,500, with places going ‘primarily’ to Afrikaners from South Africa. Refugee resettlement under the proposal is expected to cost about $500m.
The plan would extend Washington’s priority for Afrikaner admissions into another fiscal year while overall refugee admissions remain tightly limited. It also adds to tensions between Washington and Pretoria over race, land reform and South Africa’s post-apartheid transformation policies.
Afrikaners remain US priority
Trump formally prioritised Afrikaner refugee resettlement in February 2025.
A White House executive order instructed the State and Homeland Security departments to facilitate humanitarian relief, including admission and resettlement through the US Refugee Admissions Programme, for Afrikaners Washington considers victims of ‘unjust racial discrimination’.
The Trump administration has linked that policy partly to South Africa’s land legislation and racial transformation measures.
Pretoria rejects Washington’s interpretation, maintaining that its policies are intended to address inequalities created by colonialism and apartheid rather than persecute a racial minority.
Truthng previously reported that leading Afrikaner organisations rejected Trump’s original refugee offer, maintaining that their future remained in South Africa.
Trump initially set the FY2026 refugee admissions ceiling at 7,500 before significantly expanding it.
In May 2026, the president issued an emergency determination raising the ceiling to 17,500 after concluding that further Afrikaner admissions could not be accommodated within the existing limit.
The official presidential determination said an ‘emergency refugee situation’ existed and specified that the additional admissions would be allocated to Afrikaners from South Africa.
The document raised the ceiling by 10,000 and linked the additional places directly to the resettlement policy Trump established in February 2025.
The reported FY2027 proposal therefore points towards continuity rather than an emergency measure confined to a single fiscal year.
Under the new plan, the overall ceiling would remain at 17,500, with Afrikaners again expected to account for most admissions.
Pretoria challenges refugee rationale
South Africa has repeatedly disputed the basis of Washington’s policy.
In an official Cabinet statement, Pretoria said South Africans admitted under the special US programme did not fit the refugee definition contained in the 1951 Refugee Convention and its 1967 Protocol.
Cabinet said allegations of discrimination were unfounded and did not meet the threshold of persecution required under domestic and international refugee law.
It also rejected allegations that violent crime amounted to genocide targeting farmers or any racial group.
The two governments therefore remain sharply divided over the central premise of the refugee programme: Washington says Afrikaners face race-based discrimination warranting refugee protection, while Pretoria disputes both the factual basis and legal justification for that assessment.
