A non-governmental organisation, CLEEN Foundation has set up a Human Rights Management Information System for documentation and management of rights violations.
The Complaints Reporting Database will help in interrogating rights violations by formal and informal security agencies, it said.
CLEEN’s Programme Manager, Mrs Chigozirim Okoro, disclosed this on Friday in Enugu at a capacity building workshop for operatives of security agencies.
Okoro said the system was in line with CLEEN’s vision to improve security, accountability and human rights compliance in countering violence.
She noted that Nigeria had been witnessing rights violations in internal security operations since the days of military rule.
The programme manager expressed regret that governments’ oversight agencies had not demonstrated needed capacity to effectively manage rights violations and use data to hold security agencies accountable.
“The overall aim of the training is to strengthen the capacity of oversight agencies to effectively collate, verify, document, manage, and follow-up on rights violations by or against security agencies.
“It is also designed to use data for advocacy, accountability, investigation, prosecution and follow-up actions by stakeholders.
“We intend to mentor key personnel of oversight agencies like the National Human Rights Commission, the Police Service Commission, the Public Complaints Commission and Civil Society Organisations on the Human Rights Management Information System,’’ Okoro said.
The workshop was organised with support from the National Human Rights Commission and the Open Society Foundations.
